Abstract:
The present invention relates to a supercapacitor, also known as an electrical double-layer capacitor or ultracapacitor, having electrode material comprising single-wall carbon nanotubes. The carbon nanotubes can be derivatized with functional groups. The electrode material is made by preparing a polymer-nanotube suspension comprising polymer and nanotubes, forming the polymer-nanotube suspension into a polymer-nanotube composite of the desired form, carbonizing the polymer-nanotube composite to form a carbonaceous polymer-nanotube material, and activating the material. The supercapacitor includes electrode material comprising activated carbonaceous polymer-nanotube material in contact with current collectors and permeated with an electrolyte, which may be either fluid or solid. In the case of a fluid or compressible electrolyte, an electrolyte-permeable separator or spacer is interposed between the electrodes to keep the electrodes from shorting. The supercapacitor made with electrodes comprising underivatized single-wall carbon nanotubes and polymer that has been carbonized and activated appears to operate as a non-Faradaic supercapacitor.

Abstract:
An advance over the prior art is achieved through an efficient method for an admission control algorithm and a scheduling mechanism that complement each other in providing the following three classes of service. A first class of service is termed Class 1 where users specify a nominal amount of bandwidth desired. A second, lower tier service class is termed Class 2, wherein users specify a nominal and minimum amount of bandwidth desired when entering into a network connection. A third server class is Class 3, where Class 3 users are treated as best effort users. For Class 1 users the methodology of the present invention provides a guaranteed nominal amount of bandwidth. The admission control procedure ensures that Class 1 users are admitted only if resources exist to satisfy the nominal bandwidth requirements of the Class 1 users. Class 2 users are admitted if resources exist to satisfy the minimum bandwidth requirements of the user. Class 2 users are served with a bandwidth of up to their nominal bandwidths if there is capacity left after serving the Class 1 users with their nominal capacities.

Abstract:
The present invention relates to a full-reference (FR) objective method for assessing perceptual quality of decoded video frames in the presence of packet losses and coding artifacts. A method of assessing perceptual quality is provided. First, a value indicating an amount of distortion in a corresponding portion is accessed. Then, that value is classified as packet-loss distortion or coding-artifact distortion. Next, the classified value is modified to account for visibility differences of the human visual system, based on the classification, and then the modified values are combined for the multiple portions, to form a value indicating a total amount of distortion for the multiple portions.

Abstract:
Systems and methods of perceptual quality monitoring of video information, communications, and entertainment that can estimate the perceptual quality of video with high accuracy, and can be used to produce quality scores that better correlate with subjective quality scores of an end user. The systems and methods of perceptual quality monitoring of video can generate, from an encoded input video bitstream, estimates of one or more quality parameters relating to the video, such as the coding bit rate parameter, the video frame rate parameter, and the packet loss rate parameter, and provide these video quality parameter estimates to a predetermined video quality estimation model. Because the estimates of the video quality parameters are generated from the encoded input video bitstream as it is being received, the systems and methods are suitable for use as QoE monitoring tools.
